Hi Guys
Location-A is connected to Location-B over Service_Provider MPLS Cloud, we requested 50Mbps Bandwidth for each Location.
normal ping from location_A to location_B is around 5ms but file copy from PC of location_A to PC of location_B is not very bad
how do I check if the provider is really giving 50Mbps Bandwidth

Use a traffic generator to see how much throughput you can obtain.
Regarding poor file copying performance, much can impact that, including network protocols being used. For example, older TCP stacks don't quickly (by default) transfer across high bandwidth links with high latency.

As Joseph advised a traffic generator would do the job... Also if you have access to the router you can also check the bandwidth .. by the way Ipref and prtg are your good friends....
