Outgoing traffic limit in serial interface- can anybody help??

my router's serial interface s0/0 is connected to ISP with 256k duplex. I want to limit the outgoing(browsing)traffic to 32 kb and allow incomimng 256k full in my cisco2611 ruoter.

how can I set it? please send config for it.

You can use rate-limit (CAR)
