Ping from external network doesn't work

ello everyone. 

I have some questions about connection from external network.

I prepared a picture which describe my problem.

Here it is.

 

1.Ping from my laptop to NVR(any of three) :       connection O.K.

2.Ping from my laptop to cctv(192.168.1.12)  :       not connection

3.Ping from NVR1 to cctv(192.168.1.12)  :          connection O.K.

4.Ping from my laptop to another device (192.168.2.11) :       connection O.K. 

5.Of course, all of this device work properly

6.Each NVR records their CCTVs fine.

7.All cctv’s setting is same.

 

 

To make up for it, 192.168.2.11 is the only device that can be connected. The other 8 devices refuse to connect.

 

Each CCTV seems to be unable to accept connections from external networks. BUT....If this is due to the router's port-specific setup differences, how is the connection to the NVRs(and 192.168.2.11) possible?

are you saying devices on the same subnet cannot speak with each other or is there a problem routing between vlans ?

is there an ARP and MAC entry for each IP address f these devices in l3 switch ? check there not incomplete
are the links between the switches allowing all vlans they should be for communication ?
