The Wait Timer is used in OSPF to allow newly-booted routers to determine the DR/BDR on their multiaccess segments. It allows these routers to wait to see if any DR/BDRs exist on those links, before declaring themselves as the DR/BDR.

The dead interval is used to time out neighbors from whom Hellos have not been received within that interval.

Wait time is the time to determine the DR/BDR in Multiaccess topology...and dead interval is the information about the neighbour is live or not...if router not receive the hello from its neighbour in this dead interval then after completing the dead interval neighboure is declare as dead...or down.
