This issue occurs due to the presence of Cisco bug ID CSCeh84997.
While a database replication is performed on a CiscoSecure ACS for Windows or a CiscoSecure ACS Solution Engine, the ACS server or ACS Solution Engine can generate this error in the Database Replication.csv file.
This information is displayed in the CSAuth log file:
CSBackupRestore(OUT) Failed to create output directory C:\Program Files\CiscoSecure ACS v3.3\CSAuth\DbSyncScratch\\RegValues for DLL
The issue occurs when the target folder on the replication slave machine already exists.
In order to resolve this issue on the CiscoSecure ACS for Windows server, browse to C:\Program Files\CiscoSecure ACS v3.3\CSAuth\ (the local drive where the ACS is installed) and delete the DbSyncScratch folder.
In order to resolve this issue on the CiscoSecure ACS Solution Engine, backup the database configuration, re-image the ACS Solution Engine, and then restore the database configuration. This is necessary because there is no access to the Microsoft Windows interface on the CiscoSecure ACS Solution Engine.
