Core issue
This issue occurs due to the presence of Cisco bug CSCeg72353.
Replication to a Windows 2003 server or an advanced server can fail/timeout, due to server registry Application Program Interface (API) write operations that take substantially longer than on a Windows 2000 server. This can cause the replication to take longer than five minutes, the default timeout period for CSMon to poll the other services. The replication timeout only applies to the Access Control Server (ACS) that initiates an outbound replication. It does not apply to the ACS server which is the inbound replication target.
Resolution
In order to resolve this issue, download and upgrade the software version to 3.3(3.11).
