Could I create a Fabric Zone in a Fabric Site has only 1 FIAB?

I have 2 scenarios:
Scenario 1:

• Global/USA/SF/BLD_SF has 1 FIAB device -> add BLD_SF as FZ

Scenario 2:

• Global/USA/SF/BLD_SF has 1 FIAB device -> Add FLOOR1 as FZ

BLD_SF is building and SF is a Fabric site

unique FIAB device is provisioned and assigned to Global/USA/SF/BLD_SF

So will both scenarios work without any limitations?

Fabric zones are intended for edges and extended nodes, not for border nor control plane nodes - see https://www.cisco.com/c/en/us/td/docs/cloud-systems-management/network-automation-and-management/dna-center/2-3-4/user_guide/b_cisco_dna_center_ug_2_3_4/b_cisco_dna_center_ug_2_3_4_chapter_01110.html#concept_z31_kqz_1qb.

So FIAB cannot be placed inside FZ. What are you actually trying to achieve?

But if I create a FZ with FIAB inside, so from the product perspective, whether it's created or not?
