I was trying to make a lab on packet tracer, I think I did everything right but I can't ping from R1 to R3, and vice versa. Why are the ping commands not working? The packet tracer file it attached to this message.

*facepalmIt's true, 1005 is the limit for vlans, i changed them to values below 1005 and all worked as expected, thank you very much for the help.

Than VLAN database seems to work, I can now create VLANS. Maybe it's because the instructor of the video was using a 1921 switch? Can't select this model on packet tracer. He created the VLANS in Global config mode
