Also found that it can happen when the Permissions Information is not set correctly for the end user in CUCM.

I have seen this issue a number of times (Jabber 12.9.1 and CUCM 11.5 with SSO). Including two users today. Each time a PC reboot has fixed issue. Each time it appears that users may have received recent Windows system updates.
