Same. Looks like if you want attendees to be able to unmute, you need to use meeting center. In webinar you need a co host in the breakout room to manually unmute an attendee who wants to speak. Works just like the main webinar session.

In your webex account, click on calendar, then completed webinars. Click on the webinar and then the activity tab. There should be a chat file listed there.
If your mic and everything was working in the first 10 minutes, I would guess that it is your local network connection causing these issues.check this out: Webex Audio Troubleshooting
A person should be a panelists if : 1. they need to unmute on their own 2. if they need to present content at any point 3. if they need to monitor Q/A. Any panelists can present.
