How to license a Softphone

What is required to license a Softphone on CUCM v12? Is a Enhanced UCL (Cisco User Connect Licensing) enough? I've looked at a few post's but I'm unclear if a IPC (Cisco IP Communicator) is also required or anything else? Many thanks
