Since you have very small number of 15310 and CTM is not an option as of now.You can write a TL1 script and put it in crontab.Check the 15310 documentation for the TL1 backup command

The memory/buffer in the TCC card is limited so the history and alarms are overwritten with new ones once the buffer is full.As suggessted by somebody in previous response you will need an EMS/NMS like Cisco Transport Manager for storage.RegardsMoses...
