Is it possible to play a notification if a line or hunt group is busy such as " All users are busy" after for rings? Without unity?

I have configured it as you describe. But when a user is placed on hold the message busy is played instead a holdmusic. The message has to be played when al lines of the AC hunt ar occupied.

Where do you assign the queue prompt all users are busy. I can't find it anywhere and it is not in the AC config tool!
