The trouble is incoming calls not outgoing. I can call just fine, but I cannot RECEIVE calls.

I would highly recommend you look into performance routing as you can load balance both links. BGP is incapable of this to a degree.

I was able to make it happen with an ASA5505 in front of the UC320W. It's a bit complicated, but it works.
