"Unable to reach TFTP server." Error Message

I just had the latest version of Cisco IP Communicator (Soft Phone) installed on my federal government (FDA) laptop. When I try to bring up the soft phone from desktop, I immediately get an "Unable to reach TFTP server." error message. Please help.
