Seems like we had a problem once where the rotuer appeared to stop forwarding when someone took its address. What really happened was that traffic was going to the address thief instead of the router so the router didnt have it to forward.
The flash image is corrupted. At a minimum you need to reload it. You can try that without rebooting. Worst case you need new flash and need to load image on it.
