Workaround: ISE images does not support Accelerated network, so disable it and then restart ISE, make sure the MAC address of eth1 interface is removed from both show inventory as well as from ise db.

I had the same issue on a new 1150. I reverted temporarily to Snort2 and switched back to Snort3. After that sfhassd stayed disabled and the message was gone. Perhaps you can try this if an interruption is acceptable.
