I have an 1850e AP with Mobility Express installed with an vWLC and the AP with the same issue, the VLAN where the AP was connected didn't deliver IP Addresses through DHCP, it seem that if the AP cant get a valid IP address the vWLC wont come UP.

Si es un autonomous AP.La autenticacion es WPA
Lo que busco es solo permitir la asociación a los SSID según una lista de MAC address, el resto de MAC que no estén en la lista que no se puedan conectar al SSID.

Si, he asociado el access-list 700 a las subinterfaces de la radio así como las subinterfaces de red pero no funciona los AP se sigue conectando al AP.
La configuración que tengo es la siguientes.
