The system boots with all lights on immediately, the lights stay on and do not blink to indicate it's going through any kind of startup process. This is the case for both devices.

No, they are not currently in a standby/active pair, they only have base licenses. This setup would not work for us since both ASAs are being used because some users need to go out via the secondary ISP at all times.
