And regardless of that - it's popping up despite the APSP already being installed, so I'd guess it's only looking at IOS-XE version, not which APSP is installed.

Yes I've got the same answer from TAC: "Based on internal discussions with the development team, the Special build will be available in a week or so"
@e-aavats note that will be a new build for EWC not an APSP.
