Same issue since "upgrading" to firmware v1.4.2.15 a day ago. And you can't downgrade back to the prior version without losing all your configuration (and you can't load a configuration file saved from the newer firmware), and I have like 40 access...

I had the exact same issue with my RV320 (Firmware: v1.3.1.12) and tried what you did, but the only thing that finally fixed it was setting the WAN1 up/down max bandwidth like you, setting all LAN and WAN ports to High priority on the port control me...
