We have had issues reported by the end user of wireless about EAP not getting authenticated .The EAP method chosen is PEAP .
We have see errors such as EAP timed out , AD timed out and radius processing duplicate packets .
We attribute these error...

There is no priority for anchor load balancing it is round robin
Should check with Escalation if this is in the road map , doable, it is that the selection of anchor is done post association and before entering the DHCP in the state machine .
you can apply just one mac filter acl
create an ACL and append the mac address
access-list 700 deny 0040.96a5.b5d4 0000.0000.0000
access-list 700 deny 0040.96a5.b5d5 0000.0000.0000
dot11 association mac-list 700
If it is 8540/5520/7500/8500 you can move the license by yourself since it is RTU based
If you are using 5500 then it is honor based , contact Cisco TAC to have the license moved
