Rob,I figured it out. I set the laptop IP to 10.0.0.2. Once I moved it to 10.0.0.6 it worked fine. I guess between .2 and .30 is not inclusive. Also, after re-reading this "(Cisco IOS release 12.3(7)JA or earlier)" I renamed the "c1100-k9w7-tar.123-4...

When I try, I get a "timeout error sending" on my TFTP software. I took the "c1100-k9w7-tar.123-8.JA2.tar" image, and renamed it to "c1100-k9w7-tar.default". Should I be using a different image? The AP is an AP1121G-A-K9.
