I did a test using GNS3, It seems "bandwidth percentage" has the intelligence to detect and choose the smaller value when both bandwidth command and global shaping are present.

That should not be an issue, the traffic should be translated first before hitting the ACL. so the internal server should be used.

By the way, both of the downloading in siteA and siteB are being optimized by two WAEs. Necessary wccp 61,62 have configured. after placing the new WAE in siteB, downloading in siteA is better but not significant.
