There is a bug with the IOS that prevents certain 7940 & 7960 phones from powering up. I had the same issue and upgraded to the latest IOS and everything works fine.
DID trunks use FXS. Once you enter the command "signal did wink-start" it configures the voice port for FXS. That is all that is needed on the voice port. Check the cabling. If you have the pairs crossed, that will definately cause a problem.
I just also found this message. I was getting it when one of the NICs were disabled. I only get the error message once though. After I get it, I am able to open up IP Communicator.
