I know, but they are, both. Tripple checked. Reseated them, no change.
Al right....grabbed some old 3750X and did a dry run.1. Powered on 1st switch and waited till fully up
2. Connected stack cable and 2nd switch to it
3. Powered up the 2nd switch...
The second one has no config at all.
I also tried a reload of the old switch over night, but the stack ports are still down.
I also don't think that both stack cables are broken...

try to create a new user I don't think there is a default user for web-interface.
Btw. i don't know why you want to use the web-interface. It horrible!
