Just a follow up here - the issue was related to SSH configuration on the device. Here is the offending line -ip ssh source-interface Loopback0Enabling ssh on the Loopback0 interface causes the bundle install to fail.
I have narrowed it down to something in my config. If I clear the config and do the bundle install, it works. I now need to narrow down what is conflicting.
