Is there a way to have the ld417 to just direc to SERVER A if SERVER B Fains?

I have 2 servers balanced..I have a cookie-insert set for 15 minutes...when I access the virtual server and press refresh, it bounces between the two real servers after 10-20 seconds...Should I use the cookie-passive?
