Can you control where a LAP registers when using 2 2106 controllers?

I have would like to know if a second 2106 controller can be added to double my APs from 6 to 12. I would like to create two consistant zones, but the LAPs appear to regester to whatever controller it chooses. I would like to be able to point 6 LAP...

The 4400 will not respond to a ping from a PC workstation on it's management address; is that normal?
