I was able to resolve this problem by entering confreg then working through the prompts with one major change, instead of reset at the end of the sequence as the doc specifies I entered the "boot" command :rommon 2 >confregConfiguration Summary :=> ...
I had the same issue but with wired 802.1x authentication/PEAP, but the resolution was extremely similar. Simply disabling Fast Reconnect under the PEAP settings fixed my problem.
