You do not need any additional license to use L2TP in AR 3.5.You should at least post what the symptoms are, some configuration, and the trace(debug) so that others can try to understand the problem.
Multiprocessor machines require the AR-CPU license in addition to the AR-STANDARD license.Did you purchase AR-ADD-CPU as well as AR-3.5-BASE-K9? This is required for multiproc machines.
