There is no operational impact. But you will loose the logs for the sessions when MnTs are unavailable.

Are these IDs in internal databse or in AD ? you can capture the syslogs in an external log collector and check for failed authen tications. why IDs are disabled could be some setting in AD . If using ISE internal database, you could check the accou...
As Paul mentioned, the best adopted way is to use an external syslog server and parse the messages and automate the reports according to the requirement.
