Take a look at Specific License Reservation - it's supported as of 16.11.1a. So long as you have your License added to your Smart Account, you should be able to follow the steps.
To add to Leo's answer - if you strictly need .lic file-based Licensing (Classic Licensing) then your only option is downgrading to a release that does not enforce cloud-based (Smart Licensing).Anything below 16.9.1 supports only Classic Licensing.16...
