The 3550 IOS version is 12.1(6)EA1. I use help-address to forward DHCP request. But it cant work. When I debug ip udp, I can see 3550 forward udp 139 to help-address, but not forward udp 67,68.

I have done it. But it can not resolve the problem. And I think it may be NAT problem, ping packet will not increase its size, I can ping successful first packet, the sequence are failure.
