is priority queue in llc always emptied first regardless of congestion, would the same be true for the hardware priority queue in wrr/srr

whey I apply qos settings to the hardware queues in say a 3650 or 6500, are they used all the time, i.e is voice always sent first in the priority queue or is it only when port is congested like in llc or cbwfq?
