We are having the same problem. Upgraded from 6.4.0.7 to 6.6.4 Talked to Tac and they pointed me to upgrade to 7.0.0. But 7.0.0 looks really buggy from the release notes. Im sure this can be patched since cisco software site is recommending 6.6.4
had the same problem on a brand new C9300-48UXM running 16.9.3. after adding the "no system ignore startupconfig switch all " and "config-reg 0x102" it corrected the problem. Thanks all
