I would suspect a loop because of the flapping messages. Maybe the second phone is connected back to another switch interface or some other device.Are you seeing spanning tree topology changes?
Spanning tree will do this. Suggest you look at changing the main switch to be spanning tree root and if a standby main switch make it root secondary. If both the edage switch links are going to the same main switch you may need to change port costs...
