CSCvm43204 - Link fails to come up after powered-down module brought to service

We are having similar issues on our C9336C-FX2 switches running NXOS:7.0(3)I7(6) however all ports are showning not connected. It took a switch reload to bring the interfaces back up. We are using Cisco 4x10gig breakout cables
