I have this issue fixed. I had to disable the connection policy and re-enable it. Found it in the community post. https://community.cisco.com/t5/switches-small-business/cisco-switch-vs-windows-nps-invalid-credentials/td-p/4643990

I put the same config into my old 2012 NPS server this morning and it worked fine. The problem server is a 2022.

Just throwing this out there. I put the same programming into my old 2012 NPS server this morning and it works fine. The problem server is a Windows Server 2022.
