One caveat though. You cannot implement cert-based auth alone. You have to use cert + user creds on Meraki.

Correct, you can still use and create regular org administrators. It's actually recommended to have at least 1 org admin outside of SSO in case of any SSO issues.

I've actually tested this and it does actually perform NAT translation over ALL Meraki and Non-Meraki VPNs. The only problem is you cannot NAT per VPN; it's all or none. In our case, we needed 1 3rd party VPN NAT'ed, but not the other, so it did not ...

I respectfully decline. If Meraki is going to recommend Chrome browser they should not be using form names that ident with username/pw autofill.
