Unlike previous stackable models like the 3700 and 3800, the 9300's require you to add data and power stacking cables to the order and they aren't free. If you don't specifically order them, they will not be included with the switch.
If you're having this problem on a device that doesn't support the vrf option at the end of the
copy
command, try just sourcing the ftp traffic from the interface that's in the vrf.
