Noticed that your CLI command syntax is wrong due to mssing "/", that's why not having an error reasson of "Could not Locate".

To conclude, problem sorted out, ISR1100-4GLTE loaded with IOS-XE 17.9.8, set to autonomous mode (i.e. can be set to controller-mode as well at rommon) and properly booting at confreg register 0x2102.

Finally sorted out the problem, boot-up directly to rommon was rectified after configuring enable and rommon mode to config-"register 0x2102" and "confreg 0x2102" respectively.
