Well, I think I found the problem. The incorrect MAC address was 00-50-e8... a MAC Address group that was issued to a company making Wireless Hotspot equipment. So, I think this hardware (somewhere) is trying to pretend that it's every router.
There is the NM-16ESW and it's cousin the NM-16ESW-1GIG. The only catch is that you have to have at least an IP Basic feature set. It gives you the ability to add more ports by grouping the physical ports into router addressable VLANs.-Mike
