CSIM is a router command. If you are using MGCP the operation of the voice ports is controlled by CallManager (the call agent) and not the router, so CSIM will not work with MGCP gateways.
Go to the Route List first. Find the Route Group under the Route List and open it. There you will find a prefix number parameter for the called number.
