Can dynamic policies override group policy settings

We have a few users that need to have 1 piece of the standard group policy overridden.

As an example, we lock down the proxy under those settings but I have a few users that I want to allow the ability to enable of disable it on their own.

Can i use a dynamic policy to pass this modification upon login or do i need to create another group policy for this 1 difference?  

This is just one example of several 1 off type changes I might need.

You'll need to create another group policy and push it to specific users when authenticating if through radius for example of ldap. If local users, you need to configure it locally for each user.
