Can't Install anyconnect-win-3.1

I need to install Anyconnect on my PC.  I'm running Windows 7.  I have downloaded the file, but it will not install.  The "Troubleshooting" function on tells me that it is "incompatible".  Can anyone give me a simple solution to this problem.

Is your pc Windows 7 32 bit or 64 bit?

Does it meet the following requirements?

Windows Requirements

• Pentium class processor or greater.
• 100 MB hard disk space.
• Microsoft Installer, version 3.1.
