Cisco anyconnect-various errors "connection attempt timed out

Client 4.10.01075 and I'm sitting at my end users desk on my hotspot.   He tries to log in and ultimately gets the above error.  I've verified internet/before and after.  That's not the issue but that's the posted error.   I logged in as ME and the bloody thing worked and then had my user log in and back to the above.  Home office uses an ISE server for authentication and MS authenticator and I never saw his authenticator app notify him.

I've turned off IP v6 in the cisco network setup (after it failed a few more times).  What else do I look at.  Dell xps 9520 and Win 10 22h1.  The error posted certainly doesn't seem the real reason so it's not exactly "helpful".
