IPSec - HMAC on cleartext or ciphertext

Hi friends,

I just wanted to know that in IPSec, when encryption and hashing are defined as a part of the policy, what is the exact sequence in which IPSec applies encryption and hashing to interesting traffic?

Is HMAC done on encrypted text or on cleartext? In other words, is encryption done on hashed value or on cleartext.
