Can we have multiple IPSec tunnels using external interface of Cisco Concentrator 3030 by configuring the interface as public ?

Sure, but you can only have one "public" interface on the 3000, so if you make the External interface the public one, then you can no longer use the Public interface to terminate tunnels.
