ISP blocking ESP traffic -options

I have run into a situation where a new site I installed is unable to recieve ESP traffic. It can send traffic which is received on the headend but traffic sent to this site just doesn't get there. I'm thinking the ISP is blocking ESP traffic. What are my options, is there a way of making the router use NAT-T given that there is not NAT, if it would use UDP that should fix things. Anyway any ideas on how to get around this would be helpfull.

Enable NAT-T using the RFC3948 in UDP 4500 and or TCP 10000 port numbers.

It's unlikely that the ISP will block both of these.
